The Republic Constitution is the supreme law of the Republic of the Stars. It was written and ratified by a delegation made of beings from each of the 434 Founding Systems on the future site of the Republic Senate Building.
Articles of the ConstitutionEdit
The Constitution is made up of several articles.
Section One - Member SystemsEdit
These articles apply solely to Member Systems. A member system is defined as any star system that has at least one inhabited planet, moon, or space station with a population exceeding one billion beings.
Section Two - Application for Member SystemsEdit
In order for a suitable system to become a Member System, the system must apply with the governing body at which point the system will receive Candidate Status. As a candidate the system will be given a seat in government, however, the system will not be allowed to vote until full Membership is attained.
Section Three - Benefits of MembershipEdit
Once a system has become a member, said system will receive benefits from the government. These include, but are not limited to representation in government, protection from government, and should the system need aid it will be given by the government if deemed necessary.
The government of the Republic shall be constructed of a unicameral body known henceforth as the Senate of the Republic.
Section One - Composition of the SenateEdit
The Senate is to be comprised of a single sentient being from each member system.
Section Two - Term length of SenatorsEdit
The term of a Senator is restricted to five standard years, except in the case that more than half the Senate is to be replaced in the coming election, in which case half of the Senators' terms will be extended to eight years. A senator is not restricted to the number of terms by the Galactic Government, however member systems have the right to limit the number of terms.
Section Three - Election of SenatorsEdit
All Senators are to be elected by a general election by sentients in the member system. A candidate must receive more than fifty percent of the vote. Should the majority candidate not have fifty percent, a second vote of the top two candidates will be taken and the victor shall become Senator of the member system.
Section Four - Powers of the SenateEdit
The Senate has the power and responsibilty to create and enforce all laws throughout the domain of the Republic. The Senate is hereby given the power to conduct war against another party of Instellar power that poses a threat deemed significant. Finally the Senate is given the responsibility to regulate all trade that occurs on a Galactic Level.
The Senate shall be presided over by a being who will be known as the Supreme Ambassador.
Section One - Term of the Supreme AmbassadorEdit
The term of of the Supreme Ambassador shall be limited to two standard years. The Supreme Ambassador may serve up to two terms.
Section Two - Conductor of the SenatorEdit
The Supreme Ambassador is given the main duty to conduct all sessions of the Senate. The Supreme Ambassador is to open and close all sessions of the Senate, as well as determine when debates have reached a suitable conclusion.
Section Three - Special SessionsEdit
The Supreme Ambassador is also given the power to call for a special session of the Senate in times of crises. These sessions are to be used only under the most dire of circumstances.
Section Four - Circumvention of the SenateEdit
In certain cases in which an extreme crisis has occured, the Supreme Ambassador may move beyond time consuming processess of the Senate. However, the Supreme Ambassador must bring forward all actions within two standard months to the Senate.
Section Five - War TimesEdit
In an instance of war the Supreme Ambassador is given full control of all aspects of the military. Again the Ambassador may not act beyond two standard months without the authorization of the Senate.
The Supreme Ambassador is to be the head of the government, however, should the Ambassador become incapable he/she is to be removed from power.
Section One - By the PopulousEdit
The Supreme Ambassador may be removed by any coalition that has a determined fifty-one percent support of the citizenry of the Republic. The Vice-Ambassador will assume control until a new Supreme Ambassador can be elected.
Section Two - By the SenateEdit
Should the Supreme Ambassador be deemed incapable the Senate is allowed to remove the Ambassador from power. If the Senate can achieve a consensus of two-thirds of the members, the Ambassador can be immediately removed. Should this happen, the Vice-Ambassador will assume the position of Supreme Ambassador until a new election can occur.
Section Three - By the High CourtEdit
Should the High Court levy legitimate charges (charges that have been reviewed by the Senate as credible) against the Supreme Ambassador, the Supreme Ambassador will be immediately removed and the Vice-Ambassador will assume the postion until the next election.
